Build a URL from some search parameters that can be used to execute the search against the CM.
Parameters
- searchParams: CustomListEditorSearchParams
  The search parameters
- library: string
  The short name of the library
Returns string
A URL to the search endpoint of the CM, containing all of the query parameters needed to execute the search
